عام زندگيءَ ۾ جُوکي گراهڪ کي جيئن کائڻ پيئڻ کان سواءِ رڳو گلاس ڀڃڻ جو معاوضو ڏيڻو پوندو آهي، تيئن بين الاقوامي تعلقات ۾ غير ضروري مداخلت ۽ اڻ مندائتي اڳڀرائيءَ جي ڪري ٿيندڙ نقصان جو ڏنڊ، ان ڏس ۾ تڪڙ ڪندڙ ڌر کي ڀرڻو پوندو آهي. هي اصطلاح اڳوڻي آمريڪي صدر جارج بش جي پرڏيهي سيڪريٽري ڪولن پاويل ڪتب آندو، جنهن صدر بش کي ٻڌايو ته اڍائي ڪروڙن جي آبادي ۽ سدائين بحران ۾ رهندڙ ملڪ عراق ۾، فوجي مداخلت جي نتيجي ۾ ٿيندڙ نقصان جو ازالو آمريڪا کي ئي ڪرڻو پوندو. جڏهن ته ان فوجي مداخلت مان هڙ حاصل ڪجهه نه ٿيندو. ڏٺو وڃي ته ساڳيو قاعدو اڄ ڪلهه افغانستان ۾ به ورجائجي رهيو آهي، جتي “دهشتگرديءَ خلاف جنگ“ ۾ آمريڪا اربين ڊالر خرچ ڪرڻ کانپوءِ، فقط رواجي سطح جا نتيجا حاصل ڪري رهيو آهي. ان کان اڳ سوويت يونين به افغانستان ۾ ساڳي مصيبت ڀوڳي چڪو آهي
